I would think your kitten is Balinese but since there are no papers, the kitten is now a Domestic Shorthair. Your kitten is in the fugly (fuzzy ugly) stage. I hope later when it matures you will get the more feathery or plumey tail with a tight body coat.
To answer your Balinese/Siamese question:
You can mate a Siamese to a Balinese. This is an acceptable mating. The litter, if registered, will be registered as Balinese and NOT Siamese just as if it were a Somali x Abyssinian, the litter would be registered as Somali not Abyssinian. Of course, I am speaking CFA not any other registry.
The reason that registries allow such matings is so that the gene pool for the Long Haired versions (such as Balinese, Javanese and Somali) are widened.
