It is possible for an animal received Rabies vaccine develop Rabies disease within 6 months period. Sarawak is Rabies free region and it doesn't want to take any risk of introducing the virus into the state through Rabies vaccine or other means. The same reason, why most countries require 6 months quarantine upon or before arriving for the imported animals. Since these animals are required to be vaccinated against Rabies.
