I'm actually contemplating an RM50 fine for people who open cage doors, touch cats without permission and/or mark cats but somehow I don't think that's legal...must consult a lawyer on that.

I don't know if anyone suggested this or not but i think is practical for the ticket seller to mention when selling the ticket in simple word
no touching cat without permission
no open cage without permission
no marking cat without permission (erk... who's going to give permission)
if says faster can cover only 5 seconds
and don't let kid without accompanying adults in.
