A really hard sell (and perhaps MCC would join in?) on the benefits of desexing seems to me to be of paramount importance. Trying to reach those who aren't already 'converts' and spreading rational, researched word about the benefits and trying to overcome cultural resistance to desexing. Use shock tactics if necessary!
