I saw some owner that put their cats in some very bad situation. So i decided to contact some authorities to help out the situation, can called SPCA.

To my amazement, the person that answer my call directed me to go to DBKL instead, and sounded not as friendly as i thought.

Is DBKL the only channel for this sort of complaints? SPCA?
