One or two is quite common and it does occur to human males too. But sometimes, the sack looks like one but it contains 2. (Varies in shapes)
As for cats particularly long hairs, sometimes the area was covered by the long hair and that is why you can’t really see them.
The best place for you to confirm your male cat's fertility is the doctor.
There are countless occasion that males with only one testicle can produce many babies / offspring.
If you dont know, there are many human males have to undergo the operation to remove one of his due to diseases but they can still produce babies and married more than one -> No offense but this is the fact.
