Default kitten is insane

I got a kitten about 3 weeks ago and it's going crazy

He's about 4 months old now

He attacks my other cat constantly (who's about 9 years old) and doesn't let him eat his food, he even attacks my dog who's about 5 times bigger than him

For the first 2 weeks he was pretty good except for the attacking the animals but now he attacks everyone in my house and won't get near me or anyone else unless he's trying to bite me or something by me Sometimes he acts like he's terrified of anyone who gets by him and runs and hides under the couch.

Is this normal or what? What can be done about it--

Also he sneezes alot and sometimes chokes (he'll sit and sneeze and cough over and over for around 10 seconds)

No, the little boy is not insane, he is acting perfectly normal for a healthy, active 4 month old boy. Right now I have 1 boy exactly like yours and is also 4 month old. Behaves exactly like your boy, "attacks" everyone (cat and human) to playfight with him, bites (he is teething too) and scratches. I take precautions not to encourage or teach him to scratch and bite human hands by not playing with him using hands/fingers or moving them quickly or withdrawing them suddenly when he bites as it will stimulate his hunting/chasing instincts. Playing with young cats nearer his age teaches him not to bite or scratch too hard as it hurts the other party and he has toned down a lot.

Do not scold him or do things that will scare him because fear that is instilled in an animal will render negative behaviour and cannot be untrained or reversed, unlike in humans.

Your 9 year old cat is too old for him as a playmate. I always put my 6 month old boboy with my 4 month old boy for play sessions. They interact and learn a lot of things together and most important, the 4 month old active boy gives me a break and some peace ...

Actually, I really love my 4 month boboy and his hyper-active "kiddie" antics, I enjoy watching him so much that I wish he stays this way forever! But unfortunately, he will grow out of his little "kiddie" ways very soon and knowing that I will be missing it very much, I intend to really sit down and enjoy it while it lasts!

No, I do not find his behaviour exasperating at all, in fact I enjoy every second of it! He attacks everyone playfully big and small, and has absolutely no fear! My, my ...

There he goes, look at him ...

My Chart Chai is also like that. But now Chart Chai had 5 playmate to battle with. While he was under quarantine where he was all alone he do bite and jump on me. But still, if the other playmate are caged, he lingers around me looking for chances to make his jump.

Check his litter box, dusty litter sand can cause sneezing and coughing. For an active cat, they like to roll and play with the litter sand. Thats not good for health, the dust, not only affect the cat but also human.

... and the litter dust clumps in the lungs ... research indicates that cat owners that use clumping litter also have the dust in their lungs like their kitties ' lungs.

Kalau kittens aku dapat litter tray cam tu, dia guna untuk jadi playground!

Yang ni aku lom kuar lagik dari gabbage bag, dia dah masing-masing terjun dalam.....

Agreed 100% with litter sand dust. When I had only 1 cat, I use premium cat sand which is dustfree (none of the litter sand is dustfree actually). Then I add 1 more cat, when the 3rd cat came, I change the litter sand to a cheaper grade. That when I started having flu and cough. I was using the same sand for 3 month as I thought I was allergic to LH. But when my kitten was borned, I started to use paper base litterbox fillers for my young kitten and also the adult cat, then my flu and cough gradually getting better.
