yep.. educate the public. that's why they also:

1)license pet shops which sell animals in unsatisfactory conditions
2)charged a pet shop which sold 3 dogs that eventually died of parvo virus only $100 for no administering vaccinations. if you think about it.. that $100 cost a lot less than a vaccination itself.. so why bother vaccinating?
3)pet shop owners constantly lie about the condition of the cats they have and create their own innovative ways to "cure" illnesses. Ava allows these pet shops to exist.
4)they want registered breeders to sign up as "ava registered" because we are "commercial". At one litter a year.. they want us to pay them $300..and who in his right mind would pay to be lumped into the same group as pet farms and pet shops?
5)kill strays. neutered/unneutered. now the elections are ongoing. the areas are "cleaned up" when the MPs come to visit the towns.

so yes they do care.. THAT YOU NOT MAKE THE PROBLEM WORSE FOR THEM.

Very true Rhazes...here I think even worst than in Peninsular, poor people and strays alike....they dun care about the rural areas, and in the city, strays are being killed and dumped at the garbage sites.....
